This is not a step forward. Do you remember the snicker (laugh) when Obama was addressing the e-mails about the economy. I believe he knows he screwed up. If he doesn't know then he is an idiot. He wants another term in office. His approval rating is down. He is just giving us crumbs. Can he win without the marijuana smoker's votes? They voted for him for change in the marijuana laws, to legalize it. It is not going to happen. He will pull whatever manipulation he can to get our votes again.
